Unbeknownst to the Jarl and the Empire, Ulfric was setting them up by using the Markarth Incident as a PR campaign for his cause while at the same time, the Thalmor were setting up Ulfric to take the fall so they could execute phase# 2 for their plans in Skyrim. Jarl Ingmund (or his sons, whichever) struck a deal with Ulfric while he was cooperating with the Thalmor. Now, the truth and the truth isn't always pretty or what you want it to be.
